Introduction
Countries with commitments under the Kyoto Protocol to limit or reduce greenhouse gas emissions must meet their targets primarily through national measures.
As an additional means of meeting these targets, the Kyoto Protocol introduced three market-based mechanisms, thereby creating what is now known as the “carbon market.”
The Kyoto mechanisms are:
- Emissions Trading
- The Clean Development Mechanism (CDM)
- Joint Implementation (JI)
The latter two are the two project-based mechanisms which feed the carbon market.

We are actively involved in sourcing and purchasing Carbon Emissions Credits arising from various project types or other sources, e.g., JI, CDM and voluntary credits, on behalf of our clients.
We and our clients will work with project promoters to develop a CDM/JI/VER project by providing necessary services to bring projects through the various approval and registration processes.
Rexco will also assist the project developer in securing project finance. We have clients who want to invest in early stage emissions reduction projects through the above mechanisms and in some cases our clients can also make an equity investment in the underlying asset.

Purchasers of Carbon Credits
Rexco is actively sourcing early-stage emissions reductions projects for large emitters obliged to offset and companies interested in making voluntary reductions. We secure certified carbon credits from the primary market, forward purchasing CERs or VERs from projects in the development stage.
Rexco is involved in negotiating the sale of carbon credits arising from project activities. We secure transactions that will accommodate the project developer as well as ensuring an agreeable CER/VER price for the buyer.
Our focus is on the Middle East and North African (MENA) countries. We have identified potential options that makes the region an attractive CDM environment and investment opportunity. The MENA region is highly vulnerable to climate change, despite per capita emissions being comparatively low. CDM projects would contribute to sustainable development and promote adaptation strategies, mitigating against future climate impacts. In addition, the geographical distribution of emissions reductions projects and supply of carbon credits is uneven: currently dominated by India and China. We anticipate a more equitable distribution of CDM in any post 2012 framework.
